Over the past few years, Headforwards has been collaborating with Cornwall Council on a large-scale digital transformation initiative. Recently, we helped the council address a persistent challenge: filling technical roles with skilled, adaptable developers. Rather than relying on traditional hiring methods, Headforwards proposed an innovative solution – recruiting candidates with strong soft skills and guiding them through a structured, hands-on development program.
Charlie, one of the recruits, brought a background in people management and a desire to pivot into tech. Over 12 months, she honed her skills with Headforwards, first contributing to client projects and later transitioning to support Cornwall Council’s digital initiatives. By the end of the program, Cornwall Council gained a developer familiar with their projects and culture, while Charlie secured a confident foothold in her new tech career. This collaborative model not only addressed the Council’s immediate needs but also provided a pathway for sustainable tech talent development.
Headforwards have been working with Cornwall Council on their transformation for over 5 years. As part of building a Single View of the Citizen, feedback from residents and from councillors and MPs now have their own portals that feed into a seamless new back-office Feedback Management system that employs enhanced automation and improves efficiency.
In partnership with Cornwall Council we worked on the Single View of the Citizen which aims to replace processes that are potentially vulnerable to error or loss and may lead to duplication, inefficient handling, and inconsistency.
Our work with several departments within Cornwall Council involved unifying multiple datasets and presenting insights in digestible formats for both internal and external stakeholders.
